I hope you and your family are safe and well. Our thoughts and prayers are with our neighbors in Western North Carolina, who are continuing to recover and rebuild from the devastation of Hurricane Helene.


We've had a busy few weeks working to deploy the personnel and resources needed to lift up the folks impacted by this natural disaster. I'm continually encouraged by the strength and resilience of our community — and communities across the state — who have stepped up to assist those in need.

Praying for Western North Carolina

In the wake of Hurricane Helene, our hearts are filled with gratitude for the tireless efforts of the first responders, emergency workers, and volunteers who have been working around the clock in Western North Carolina. Your bravery, sacrifice, and relentless dedication to saving lives and restoring our communities do not go unnoticed.


From the helicopter rescue crews to the National Guard, and every local firefighter, law enforcement officer, and EMS responder — you are the backbone of our state's resilience. Your swift actions have saved hundreds of lives, and your continued support is helping rebuild hope for so many affected by this devastating storm.

Disaster Recovery Act of 2024

Our $273 million Hurricane Helene disaster relief package provides essential funding to help North Carolina recover. It includes $250 million for disaster assistance through the Department of Public Safety, $16 million to ensure backpay for school nutrition workers, and $5 million to support election efforts in 25 impacted counties.


Additionally, the package offers school calendar flexibility, waives certain DMV fees, and adjusts retirement rules for teachers and state workers returning to help with recovery. This legislation is a critical step in getting Western North Carolina back on their feet.



Hurricane Helene Recovery Update

Our state is making incredible strides in the aftermath of Hurricane Helene. Here’s the latest on the recovery efforts:


Road & Bridge Recovery:

540+ roads reopened

630 roads still closed, including 100 primary routes

6,500+ damage sites identified, with 570 bridges and 660 culverts impacted

100+ bridges will require full replacement


On the Ground Efforts:

NCDOT crews are moving from debris removal to repairs and reconstruction. A $10 million contract has been awarded to stabilize I-40 in the Pigeon River Gorge, with completion expected by January. NC officials are coordinating closely with Tennessee DOT and federal agencies for long-term reconstruction.


Community & Power Restoration:

With winter approaching, DOT teams are working hand-in-hand with power companies to speed up service restoration. The N.C. National Guard and Army troops are assisting in the hardest-hit areas like Avery and Watauga counties.


Legislative Response:

One of the most significant developments this week was the passage of the Disaster Recovery Act of 2024, which I was proud to support alongside my colleagues. This bill, now signed by Gov. Cooper, waives DMV fees, removes certain environmental barriers for faster road repairs, and authorizes alternative contracting methods to accelerate recovery. This bipartisan legislation ensures we’re doing everything possible to rebuild quickly and effectively.


Aviation & Communication:

NCDOT continues to assess damage from the air with drone missions and aerial surveys.

Ensuring NC Ports Remain Open

North Carolina’s ports are vital to our economy, supply chains, and disaster relief efforts. It’s unacceptable to have a board member like Gregory Washington leading strikes that directly conflict with the mission of NC Ports. I join my colleagues in calling on Governor Cooper to replace him with someone who will prioritize the movement of commerce and the wellbeing of North Carolinians.

Applications Open for NC Youth Legislative Assembly

The Youth Legislative Assembly (YLA) is once again providing North Carolina high school students with an incredible opportunity to dive into the legislative process! Next year’s conference will take place from March 7-9, 2025, in Raleigh, and applications are open until January 16, 2025.


The YLA gives students a chance to draft, debate, and vote on mock legislative bills, helping them build leadership, public speaking, and policymaking skills. It’s a great environment for developing teamwork and communication, and participants will leave with a deeper understanding of how laws are made in North Carolina.
